Most city and county shelters operate with taxpayer-funded support and government-owned facilities, which cover staff salaries, utilities, medical care, building maintenance, and much of their daily operating costs. Many also rely on foster homes to further reduce expenses. This allows them to care for dogs at a significantly lower per-dog cost.
Pets Return Home is different. We receive no municipal funding and have no foster network for the dogs who arrive with fear, trauma, medical needs, or behavioral challenges. Every dollar required to feed, house, medicate, rehabilitate, and provide sanctuary for our dogs must be raised by us — and supported by people like you.
Your monthly sponsorship directly sustains the land, facilities, medical care, fencing, utilities, and hands-on rehabilitation that government systems pay for elsewhere. When you give monthly, you provide what would otherwise be impossible: a safe, stable, healing home for dogs who have nowhere else to go.
Caring for the Lives of Many - Requires More
At Pets Return Home, many of the 30 - 40 dogs we care for cannot safely live in foster homes due to behavioral trauma, fear, medical needs, or hands-on rehabilitation.

Leadership That Puts Every Dollar Where It Matters — Into the Dogs’ Lives
As our Founder & Executive Director, Mark contributes 28 working hours and donates an additional 70 hours each week to support our team and provide exceptional care to our sanctuary, adoptable, and medically compromised dogs. His extraordinary commitment keeps our operating costs low—allowing 83¢ of every dollar to go directly to the dogs, far above the industry norm of 65–75%.
Elise, our Medical Director, donates over 20 hours each week — on top of her full-time role as a Neonatal Intensive Care Unit nurse — to ensure every dog receives consistent, high-quality medical and emotional care. She coordinates and attends all veterinary visits, oversees daily treatments and medications, maintains facility health and safety, and brings the same tenderness she gives to newborns in the NICU to the fearful, injured, and healing dogs at PRH. Her steady, compassionate presence helps scared dogs learn to trust again. Her work is entirely unpaid and absolutely vital to our mission.
Together, this donated leadership reduces costs while dramatically increasing the quality of life and long-term stability for the dogs who depend on us.
